OFFSITE TRAILBLAZER APPOINTED NSW BUILDING COMMISSIONER

THE APPOINTMENT OF LEADING OFFSITE CONSTRUCTION ADVOCATE DAVID CHANDLER OAM AS NSW BUILDING COMMISSIONER LOOKS SET TO IMPROVE CONFIDENCE IN THE STATE’S BUILDING AND CONSTRUCTION INDUSTRY.

Chandler’s new role, which he officially took up on 14 August, will encompass investigation and disciplinary action for misconduct in the building industry, as well as oversight of end to end licensing and auditing. He will also help drive legislative reforms driven by consultation with industry.

Upcoming developments in this area include legislation to be introduced later this year requiring building practitioners to be registered, moves to facilitate compensation for homeowners against negligent building practitioners, and ensuring all buildings are designed and constructed to plans that comply with the Building Code of Australia.

Chandler told Built Offsite he welcomed the opportunity to work with the Berejiklian Government towards a safer and more robust building and construction industry.

“The NSW government is showing much-needed leadership and commitment in terms of reinstating community confidence over how buildings are designed and constructed and how they perform.”

With construction assurance forming a central plank of the modern construction era, offsite methodologies could play a critical role, he added.

“The evolution of offsite construction is an invaluable entry point in re-thinking how construction assurance can be delivered better,” he said. “Offsite construction and its attendant innovations have the potential to ensure construction becomes more customer facing, of a higher quality, fit for purpose and assured.”

Chandler will expand on these ideas as a speaker at the upcoming 2019 prefabAUS Conference in September. In particular he will interrogate industry’s progress since his 2017 conference presentation ‘Offsite construction assurance: the looming game changer,’ with a focus on smarter construction methodology and what he describes as the quantity surveyor value proposition (see also, Chandler Speaks – page 27.)■
