Freecity breaks ground on second VMC student housing project

The $80 million Rockdale development adds 117 rooms to a growing Sydney pipeline built around Freecity’s modular integrator model.

Freecity has commenced construction of its second purpose-built student accommodation development, an $80 million, eight-storey project at Rockdale in Sydney’s south.

The 117-unit development at 23–25 Frederick Street has received development consent from Bayside Council and is scheduled for completion in mid-2027.

Designed by COX Architecture, the project will use volumetric modular construction (VMC), extending a delivery model Freecity is already applying at its much larger 528-bed Herring Road student accommodation development at Macquarie Park.

The Rockdale project is significant in the context of Freecity’s wider strategy. Rather than establishing its own modular factory, the Sydney-based developer created wholly owned Space Labs Australia to act as a modular integrator across its development pipeline.

Space Labs coordinates design integration, compliance, procurement, manufacturing capacity, logistics and installation, allowing Freecity to procure manufacturing according to the scale and requirements of individual projects rather than maintaining a fixed factory.

That model is currently being demonstrated at Herring Road, where completed volumetric modules are being manufactured offshore before being transported to Sydney for installation. Freecity expects the 20-storey project to become Australia’s tallest volumetric modular building.

Rockdale extends the pipeline
Freecity Co-Founder and Joint CEO Tony Sun said the Rockdale development would contribute additional student accommodation at a time of continuing pressure on Sydney’s rental market.

“We are excited to break ground on our second PBSA development which is bringing much-needed housing supply to the market at a time when Sydney is facing significant rental pressure,” Sun said.

“By delivering dedicated, high-quality PBSA, we help relieve pressure on the private rental market, freeing up traditional housing stock for families and long-term residents.”

Sun said VMC was central to the company’s approach to delivering the project.

“Volumetric Modular Construction allows us to deliver housing faster, more sustainably, and to a consistently high standard of quality.”

The Rockdale building will include indoor and outdoor communal areas at ground level, a café and outdoor table tennis area. A seventh-floor amenity level will incorporate a landscaped rooftop terrace, communal kitchen, laundry, private and communal dining areas and co-working spaces.

Rockdale is one of three PBSA projects forming the first application of Freecity’s VMC strategy.

Alongside the 528-bed Macquarie Park development, Freecity is progressing another modular student accommodation project at Forest Lodge, close to the University of Sydney.

The expanding pipeline is important to the Space Labs model. Rather than building manufacturing capacity first and then seeking projects to fill it, Freecity is using its development pipeline to establish predictable demand and procure the manufacturing capacity required for each project.

Rockdale will provide the next test of whether that approach can be repeated across multiple VMC developments rather than demonstrated on a single flagship project.
