Atlas and Tetris Capital deliver affordable housing using prefabricated systems in WA

Precast wall and hollowcore systems applied to mid-rise residential build.

Construction has commenced on a 12-storey affordable housing development at Homelea Court in Rivervale, set to deliver 171 apartments within five kilometres of the Perth CBD. The project is being delivered under the Housing Australia Future Fund (HAFF) and brings together Tetris Capital, Atlas Building, Housing Australia and community housing provider Home in Place. Atlas Building has been appointed as Design and Construction contractor, with structural systems supplied by Atlas Precast. The development will comprise a mix of one and two-bedroom apartments, targeting priority cohorts including frontline workers, Indigenous Australians, seniors and women at risk of homelessness.

The scheme also marks the first HAFF project in Western Australia to adopt prefabricated concrete systems across the structural build, integrating precast wall panels and hollowcore flooring manufactured offsite at Atlas Precast’s Naval Base facility.

Offsite structural systems reduce programme duration

The use of prefabricated concrete is expected to shorten the construction programme by approximately six months compared to conventional methods. By manufacturing structural components in a controlled factory environment and installing them onsite, the project aims to improve sequencing, reduce site-based labour demands and increase delivery certainty.

Julian Ambrose of Atlas Group said the pace of delivery remains central to addressing housing demand.

“Every month we cut from a construction program is another month sooner that a nurse, teacher or family in housing stress has a secure home,” he said.

The approach reflects a broader shift towards applying industrialised construction methods to mid-rise residential projects, particularly where programme certainty and repeatability are required. In this case, the integration of precast systems enables parallel workstreams, with manufacturing progressing concurrently to site preparation and early works.

HAFF pipeline highlights role of prefabrication

Tetris Capital is leading the development and will maintain involvement through operations, spanning design, procurement, financing and asset oversight. The apartments will be offered at below-market rents, forming part of a wider national effort to increase affordable housing supply.

Home in Place will manage tenancy and ongoing operations once the project is completed, with apartments expected to be ready for occupation in early 2028.

The Rivervale project provides an early example of how prefabricated structural systems are being applied within HAFF-backed developments, particularly in markets where both labour constraints and programme timelines are under pressure.
