The NSW Government has launched an international search for experienced modular and prefabrication manufacturers to establish or expand advanced manufacturing facilities capable of delivering housing at scale.
The Expression of Interest (EOI) marks the next phase of the Minns Government’s modern methods of construction (MMC) strategy and follows the recent launch of almost $4 million in grant funding aimed at supporting housing innovation and manufacturers.
The new Modern Methods of Construction Industry Expansion Program is seeking proposals from established domestic and international operators with proven experience in industrialised construction, advanced manufacturing, prefabrication and modular building systems.
Unlike the recently announced grant programs, the Industry Expansion Program is focused on attracting large-scale manufacturing capability and long-term investment into NSW, with support packages tailored to individual proposals rather than fixed grant amounts.
Seeking advanced manufacturing capability
The NSW Government is inviting proposals from businesses looking to establish new advanced manufacturing facilities or expand existing operations within NSW.
The program targets five categories of offsite manufacturing, including three-dimensional structural systems, two-dimensional structural systems, non-systemised structural components, additive manufacturing and non-structural assemblies.
While the primary objective is to increase the supply of medium and higher-density housing, successful proponents may also manufacture building systems for schools, hospitals and other public infrastructure.
The Government has indicated it is prepared to consider a range of support mechanisms depending on the proposal. These may include financial assistance, concessional loans, equity investment, government-owned land, industry development support and commitments to purchase output where appropriate.
Applicants will be expected to demonstrate commercial readiness, financial capacity, operational capability and the ability to deliver manufacturing at scale. Financial support from government would generally be expected to be matched by industry investment.
The EOI represents the first stage of a two-stage procurement process, with shortlisted proponents progressing to a Request for Proposal stage later this year.
Part of a broader housing strategy
According to the NSW Government, the initiative is intended to strengthen local manufacturing capability while reducing construction timeframes, improving productivity and building greater resilience within the housing supply chain.
The program places particular emphasis on manufacturing systems capable of supporting medium-density housing, including projects based on the NSW Government’s Pattern Book and Systems 600 design principles.
Expressions of Interest opened on 2 July and will close on 3 August, with the Request for Proposal stage scheduled to run from September to November. The Government expects negotiations with preferred proponents to take place before the end of 2026.
The Industry Expansion Program sits alongside other NSW initiatives designed to accelerate the adoption of modern methods of construction, including reforms to building approvals, the proposed Building (Approvals and Practitioners) Bill 2026, and recently announced innovation funding for manufacturers and small-to-medium enterprises developing new construction technologies and products.
