Three modular social homes have been completed in Shellharbour using Modern Methods of Construction, with a fourth dwelling due for installation by April 2026. Each home moved from development approval to completion in approximately 14 to 16 weeks. The approach allows the dwellings to be manufactured offsite while site preparation and civil works proceed in parallel. According to Homes NSW, this sequencing can reduce overall delivery time by up to 20 per cent compared with traditional construction methods.
The Shellharbour homes contribute to a target of 90 modular dwellings scheduled for delivery across metropolitan and regional NSW within the current financial year. Locations include Wollongong, Lake Macquarie, Wagga Wagga and Dubbo, with capacity to accommodate up to 200 people.
Minister for Housing Rose Jackson said the project demonstrates how factory-based delivery can shorten programme timeframes while maintaining compliance standards.
“These Shellharbour homes show what’s possible when government builds smarter. Using modular construction, we’re delivering high-quality social homes in a matter of weeks, not years, getting people into safe, secure housing sooner,” she said.
“Modern Methods of Construction doesn’t mean cutting corners. These homes are built to the same standards as traditional housing, with precision manufacturing, durability and comfort front of mind.”

Member for Shellharbour Anna Watson said the dwellings would integrate within the existing residential context.
“For the residents moving in, it means a fresh start in a safe, secure home months earlier than traditional building methods would have allowed,” she said.

Moov Modular builds repeatable MMC model across NSW
The Shellharbour homes were delivered in partnership with Moov Modular, a New South Wales-based modular manufacturer operating from facilities on the Central Coast and in the Hunter region.
Led by Managing Director Nicholas O’Neill, the company has concentrated on repeatable housing typologies for government and community housing providers rather than private B2C markets. Its hybrid construction system combines steel floor bases with timber wall framing and pre-planned installation methodologies designed to suit varying site conditions.
Moov Modular has previously delivered modular social housing projects in Lake Macquarie and a 24-home development in South Grafton for community housing providers. Installation periods on recent projects have ranged from several weeks to just over a month, depending on site constraints.
For Homes NSW, the Shellharbour dwellings form part of a wider trial of modular housing NSW procurement and delivery pathways. The programme is being monitored against time, cost and compliance benchmarks as the state evaluates how MMC NSW frameworks may be integrated into longer-term social housing supply strategies.
