Sydney showroom brings together development, manufacturing and construction capability as Kapitol targets mid- and high-density residential projects.

The initiative brings together three distinct parts of the delivery chain: CIMC’s manufacturing capacity, ICD Property’s development expertise and KAPITOL’s design, digital engineering and construction capability.
It is a structure that also points to a broader shift occurring within offsite construction — away from manufacturers simply supplying modules and towards integrated delivery models capable of taking responsibility for how those modules become completed buildings.
KAPITOL is targeting mid- and high-density residential projects including build-to-rent, purpose-built student accommodation, hotels and affordable housing.
The Sydney showroom provides developers, consultants and other project stakeholders with an opportunity to inspect modular construction firsthand and understand the process from design and regulatory compliance through to manufacturing, logistics, installation and project delivery.
CIMC has delivered more than 50,000 modules internationally, providing the manufacturing scale behind the Australian model.
KAPITOL Head of Modular Andrew Morrison said the combination of capabilities was central to the approach.
“No one party can deliver this on their own. It’s all three of us coming together. You’ve got CIMC, a global manufacturer of modules. You’ve got ICD with their development capability and knowledge of the market and the expectations of our clients, and then KAPITOL with our delivery capability and how this is actually going to be delivered across Australia.”

An emerging modular integrator model
The structure has similarities with what Built Offsite has previously described as an industrialised building integrator — an organisation or partnership that sits between manufacturing and conventional construction and coordinates design, engineering, procurement, manufacturing, logistics, installation and final project delivery.
It is a model also evident in projects involving Space Labs Australia and Freecity, where the commercial proposition extends beyond purchasing prefabricated building elements and instead establishes an integrated pathway from factory production through to completed development.
KAPITOL’s approach is not identical, but the underlying principle is similar. CIMC provides the manufacturing platform, while KAPITOL positions itself as the Australian delivery interface responsible for translating factory production into a compliant, buildable project.
ICD Property adds the developer perspective, including project feasibility, market requirements and the commercial expectations surrounding residential development.
KAPITOL said it has been developing its volumetric modular construction model since early 2025, including establishing a national network of consultants and trade partners and developing NCC-compliant prototype modules for purpose-built student accommodation, studios and one-bedroom apartments.
The contractor has also engaged insurers, financiers and regulators during development of the model and has participated in multiple early contractor involvement and tender processes.
Its stated approach relies on resolving more design decisions before manufacturing begins, while allowing factory production and onsite works to proceed concurrently.
KAPITOL identifies shorter programmes, improved cost predictability, factory-controlled quality assurance, reduced onsite labour and lower waste among the potential benefits.
ICD Property CEO Matt Khoo said the company’s strategy had been to bring innovative construction into Australia “with a keen focus on volumetric modular”.
CIMC Modular Building Business Development Manager Michael Liu described the initiative as important both for the partnership and for modular construction in Australia.
KAPITOL co-founder and director Andrew Deveson said the ability to deliver quality housing at an affordable price had become increasingly important and that the partnership was intended to help bring volumetric modular construction further into the Australian market.
The significance of the Sydney showroom may therefore extend beyond the modules on display. It provides a physical demonstration of a delivery model in which manufacturing, development and construction are being assembled into a more integrated commercial system — one of the central questions now emerging as Australia looks to scale modular construction beyond individual projects.
