New NZ Government law fuels offsite construction

NZ Government’s BuiltReady scheme set to accelerate New Zealand’s transition to offsite construction.

Following five years of collaboration between New Zealand’s offsite construction sector and the NZ Government, the delivery of offsite-constructed housing is now a lot less complicated with the recent passing of new legislation that will streamline the inspection requirements for the sector.

It’s called BuiltReady, and the strengthened CodeMark product certification will improve confidence in building product compliance with the NZ Building Code, and further, includes offsite manufactured two-dimensional and volumetric prefabricated elements.

On announcing the passing of the legislation, New Zealand’s Minister for Building and Construction and Housing, Megan Woods, said, “This Government’s top priority is to secure our economy for New Zealanders and to help our businesses thrive. That’s why we’re constantly looking at creating efficiencies to boost construction, reduce building costs, and generate less waste.

“These schemes both enable faster consenting of quality assured homes and buildings. Greater use of prefab methods and products will help us to keep up momentum to deliver the homes New Zealand needs and bring costs down”.

The new BuiltReady scheme will allow offsite building manufacturers who meet certain requirements to become certified to sign off their own designs and/or construction. BuiltReady modular components will be deemed to comply with the Building Code.

On hearing of the legislation’s passing, Scott Fisher, CEO of Offsite NZ said, “The launch of BuiltReady is a significant milestone for the offsite sector in New Zealand, and I congratulate the team at MBIE and the offsite sector for working together to get this important piece of work done. BuiltReady is a clear endorsement of the importance of offsite manufacturing to the construction sector and will help with improving productivity, quality and sustainability.”

The NZ BuiltReady scheme will be open for applications from certification bodies in late 2022 and open for applications from manufacturers in 2023.
