EOI to identify industry’s capability to establish a single Modern Methods of Construction Preferred Suppliers Panel to supply housing solutions and build workforce capability.

The Queensland Government’s Department of Energy and Public Works (EPW), through QBuild and in collaboration with the Office of the Queensland Government Architect is seeking to gain a better understanding of, and investigate, Modern Methods of Construction (MMC) that result in either volumetric or panelised offsite systems to improve the quality and speed of housing construction across Queensland through an initial Expression of Interest (EOI) process.

The aim of this EOI is to identify the industry’s interest and capability to establish a single Modern Methods of Construction Preferred Suppliers Panel to achieve the following three objectives:

Objective 1: Immediate MMC Housing Solutions

Purpose: To use existing suitable products currently available from the market to address an immediate housing supply need through both purchase and/or lease arrangements across a range of Queensland Government led housing programs with an initial target of 50 dwellings.

Objective 2: Ongoing and standardised MMC Housing Solutions

Purpose: To develop minimum housing design standards with more streamlined technical requirements to address an ongoing housing supply need. The intention is to work with suppliers to develop a series of standardised Housing Solutions to achieve best value-for-money within program time, cost and quality parameters across a range of Queensland Government led housing programs. A coordinated pipeline of work across all housing programs is currently under consideration.

Objective 3: QBuild workforce capability uplift

Purpose: To build workforce capability commencing with a co-design process during the testing and prototyping of quality volumetric and panelised solutions in QBuild’s Eagle Farm factory. Over time, this initiative sets out to grow trade apprenticeship and training opportunities with a MMC focus, centred on traditional trades of carpentry, painting, electrical and plumbing.

The range of Queensland Government led housing programs including, but not limited to:

  • Government Employee Housing
  • Social Housing
  • Emergency Housing (including programs jointly funded with the Australian Government)
  • Other (as identified).

The shortlist of potential Suppliers may be utilised by Queensland Government departments, local councils and community housing providers to support the implementation and growth of volumetric or panelised design and fabrication initiatives across Queensland.

Volumetric and panelised related site works such as transport and/or transport and install to site is included as part of this EOI. The Offeror is to have, or has the intention to have, an operational office located in Queensland.
