South Korea’s largest modular housing development commences

State-owned Korea Land and Housing Corporation begins construction on Korea’s largest affordable modular housing development of units and houses.

The Sejong City’s 5-1 Living Area is one of Korea’s two National Pilot Smart Cities, where they can “freely demonstrate and integrate technologies related to the Fourth Industrial Revolution”.

The Korea Land and Housing Corporation has also positioned Sejong City, as a national demonstration city, which aims to “lead balanced national development, enhance national competitiveness, and to create a sustainable model city”. It’s being designed with seven key considerations in mind: ease of mobility, healthcare, education and jobs, energy and environment, governance, culture and shopping, and life and safety.

The entire development will be built using modular construction, and the project is part of LH’s broader 2030 LH OSC (Offsite Construction) Housing Roadmap, which aims to revolutionise the way buildings are constructed in South Korea.

The modular housing development will consist of 450 modular houses, 1327 units, and according to government sources, the entire development is dedicated to affordable public housing.

The project utilises what the LH is calling their “smart turnkey method”, which is based on a kit-of-parts methodology, with a clear emphasis on standardised designs throughout the development. According to government sources, this approach is expected to shorten the construction period by approximately 30% compared to traditional reinforced concrete methods.

Oh Joo-heon, head of LH’s public housing division, said: “There is a need for innovation in the construction industry that shifts the construction production system from field-oriented to factory production. In the future, we will expand the ecosystem base of the smart construction industry by promoting OSC customised systems such as special cases of design and supervision and exceptions to the application of paid materials.”

The development falls within South Korea’s 2030 LH OSC Housing Roadmap, where the corporation plans to standardise modular housing and introduce core technologies by fostering collaboration between manufacturers, designers, and construction companies from the design stage. The roadmap also outlines LH’s goal to reduce construction periods by 50% by 2030. Beyond this development, between 2025 and 2029, LH aims to commence construction on an additional 4,000 affordable modular housing units.
