UK offsite builders on standby for £10bn Government framework

UK Government preparing to launch £10bn offsite construction framework targeting offsite builders.

It’s called The Offsite Construction Solutions framework, which will be procured by the UK’s Crown Commercial Service (CCS), will be open for use by all government departments, and will cover the supply, design, delivery, construction and maintenance of buildings across the UK.
It also caters for the wider public sector including local government, health, education, police, fire and rescue, housing associations and charities.

According to a notice published on the government’s tendering website, the CCS is set to finalise the structure of the framework’s lots once it has concluded its market engagement, which has been earmarked for late January and February of this year.

The framework is the latest to address the offsite sector to come to market. UK offsite builders Ilke Homes, Impact Modular and TopHat were named on a £600m offsite housing framework in July, weeks after firms were invited to bid for a new £1.1bn offsite housing agreement focusing on offsite solutions that can delivered with net-zero carbon. In January 2020, Laing O’Rourke and Wates were among the contractors appointed to a £3bn modular schools framework covering England.

Modular housing received significant investment from major backers last year, with L&G pumping £6m into its modular business in November to drive the “next growth phase”. Offsite builder Ilke Homes also secured £60m worth of investment, which it said would help it ramp up its modular housing output in September.

The industry’s R&D expenditure last year mirrored the growing enthusiasm for offsite, as construction companies spent a third more on R&D in comparison to 2020. Experts said a large proportion of the investment was into offsite construction and modern methods of construction.
